Sacramento County’s Department of Finance has successfully launched TaxSys, Grant Street Group’s cloud-based integrated property tax billing, collection, and distribution platform. The new system enhances the County’s most critical revenue functions, strengthens internal operations, and improves digital services and access to essential services for more than 1.6 million residents.

With the September 2025 go-live launch, Sacramento County, the state’s eighth-largest by population, becomes the fourth California county to transition to TaxSys, demonstrating the platform’s ability to support large, diverse government agencies with improved services and streamlined processes. The new property tax system improves the customer experience and promotes sustainability by reducing paper waste.

“When we launched this system, we aimed to make the property tax processes more efficient and user-friendly, and after seeing it in action, that has been realized,” said Chad Rinde, Sacramento County Director of Finance. “The positive impact is clear for our residents and for our staff as well. We have established a new foundation of stability and security that will serve the County well for many years to come.”

TaxSys replaces a 40-year-old legacy system that relied on more than 25 ancillary systems and more than 25 different data sources. With TaxSys, those functions are consolidated into a single, integrated solution that unifies data, streamlines operations, and reduces manual efforts. The TaxSys platform also enhances protections for taxpayer information while supporting the County’s commitment to the highest security standards.

“We have replaced dozens of outdated systems with a single, secure cloud platform. This move significantly reduces our IT risks, simplifies technical support, and provides a scalable foundation for the future,” said Rami Zakaria, Sacramento County Chief Information Officer.

For residents, TaxSys introduces paperless billing, easy-to-read tax statements, and modern payment options – from e-checks to digital wallets such as Apple Pay, Google Pay, and PayPal – with instant receipts for each transaction. Refunds are processed more quickly, payment history is available at any time, and standardized delinquent payment plans can be established without a physical trip to County offices.
